This Privacy Policy describes how HealthLink Insurance Agency LLC ("HealthLink," "we," "us"), an independent licensed insurance agency located at 2501 Chatham Rd, Springfield, IL, 62704, collects, uses, and shares information when you visit cobrainsurance.health (the "Site"), submit a form, call us, or otherwise interact with us.
Plain-language summary: We collect the information you give us so a licensed advisor can help you compare health coverage options. We share it with insurance companies when you ask us to get you quotes or enroll you, and with the vendors that run our business (like our CRM and phone system). We do not sell your personal information, and we do not share it with other marketers. You can opt out of calls, texts, and emails at any time.
1. Information We Collect
Information you provide directly, such as when you complete a form, call us, schedule a consultation, or email us:
- Contact details: name, phone number, email address, state and ZIP code
- Situation details: employment status, the date your employer coverage ended or will end, who needs coverage, household size, and household income range
- Health-related information you choose to share so we can recommend suitable coverage, such as whether anyone needing coverage has ongoing treatment, prescriptions, or pre-existing conditions
- Information needed to complete an application or enrollment, such as date of birth and, for certain products, payment information collected by the insurance carrier
- The contents of your communications with us, including recorded phone calls (see Section 4)
Information collected automatically when you use the Site: IP address, device and browser type, pages viewed, referring URLs, and interactions with the Site, collected through cookies and similar technologies (see Section 7).
Information from third parties: if you were referred to us by an advertising or comparison platform, we may receive the information you provided there, together with records of your consent to be contacted.
2. How We Use Information
We use your information to:
- Respond to your inquiry and connect you with a licensed insurance advisor
- Compare plans, prepare quotes, check provider networks, estimate subsidy eligibility, and assist with applications and enrollment
- Contact you by phone, text message, and email as described in Section 3
- Provide customer service, including help understanding COBRA deadlines and processes
- Comply with insurance licensing, record-keeping, and other legal obligations, and document the suitability of our recommendations
- Operate, secure, and improve the Site, and measure the performance of our advertising
- Prevent fraud and enforce our Terms of Use
3. Calls, Texts, and Emails (TCPA Notice)
If you provide your phone number and consent on one of our forms, you agree that HealthLink may contact you at that number about health insurance options, including by autodialer, prerecorded or artificial voice, AI-assisted calls, and SMS/text messages, even if your number is on a federal, state, or internal Do Not Call list. Consent is not a condition of purchase — you can always call us instead at 844-569-1234.
Message and data rates may apply and message frequency varies. Reply STOP to any text to opt out; reply HELP for help. You may also opt out of calls or emails at any time by telling any advisor, emailing privacy@cobrainsurance.health, or using the unsubscribe link in any email. We honor opt-out requests promptly and in all cases within ten (10) business days, and we maintain an internal Do Not Call list. See our Do Not Call Policy for details.
4. Call Recording
We may monitor or record phone calls for quality assurance, training, and compliance purposes. Where required by law, you will hear a disclosure at the start of the call, and continuing the call constitutes your consent to recording. If you do not wish to be recorded, please tell the advisor, who can offer an alternative way to assist you.
5. How We Share Information
We share personal information only as follows:
- Insurance carriers and marketplaces: when you ask us to obtain quotes or enroll you, we share the information required by the relevant insurance company or the Health Insurance Marketplace® to provide the quote or process the application.
- Service providers that perform functions on our behalf under contractual confidentiality obligations, such as our customer relationship management system, telephone and text messaging platforms, consent-verification services (e.g., TrustedForm), scheduling tools, website hosting, and analytics providers.
- Legal and safety: to comply with law, regulation, subpoena, or a request from an insurance regulator; to exercise or defend legal claims; or to protect the rights, property, or safety of HealthLink, our clients, or others.
- Business transfers: in connection with a merger, acquisition, financing, or sale of all or part of our business, subject to this Policy.
We do not sell personal information, and we do not share personal information with third parties for their own marketing purposes.
6. Health Information
Some information you share with us relates to health. We use it solely to recommend suitable coverage and complete applications you request, and we share it only with the insurance carrier or marketplace involved in your quote or enrollment and the service providers that process it on our behalf. We do not use health-related information for advertising, and we do not permit third-party advertising or analytics pixels to collect it. HealthLink is not a health care provider; HIPAA generally does not apply to our collection of this information, but we protect it as sensitive information under this Policy and applicable state law, including obtaining any consent required by your state before processing it.
7. Cookies, Analytics, and Advertising
We use cookies and similar technologies to operate the Site, remember your progress in our forms, understand how visitors use the Site, and measure advertising performance. We may use services such as Google Analytics, Google Ads, and call-tracking providers. Advertising and analytics tags are not deployed on form steps that collect health-related information. You can control cookies through your browser settings and, where we display one, through our cookie preferences tool. We currently do not respond to browser Do Not Track signals, but we do honor opt-out preference signals (such as Global Privacy Control) where required by law.
8. Your Privacy Rights
Depending on your state of residence (including California, Colorado, Connecticut, Texas, Virginia, New Jersey, and others), you may have the right to delete the personal information we hold about you; opt out of targeted advertising, sale of personal information, or certain profiling; and limit use of sensitive information. We extend these rights to all users regardless of state. We will not discriminate against you for exercising them.
To exercise any right, email privacy@cobrainsurance.health and tell us what you'd like us to do. We will verify your identity using the contact information on file and respond within the time required by your state's law (generally 45 days). If we deny a request, you may appeal by replying to our decision, and we will respond to your appeal as your state's law requires. You may also authorize an agent to submit a request on your behalf.
Note: insurance records we are required to keep under state insurance laws may be exempt from deletion for the duration of the required retention period; we will tell you if that applies.
California residents: in the preceding 12 months we have collected the categories of information described in Section 1 for the purposes in Section 2, and disclosed them for business purposes to the recipients in Section 5. We do not sell or "share" (for cross-context behavioral advertising) personal information as those terms are defined in the CCPA/CPRA. You may designate an authorized agent and will not be discriminated against for exercising your rights.
9. Insurance Privacy Notices
As a licensed insurance agency, we are also subject to federal and state financial privacy laws, including the Gramm-Leach-Bliley Act and state insurance information privacy regulations. If you become a client, you will receive our separate insurance privacy notice describing our practices regarding nonpublic personal financial and health information, which supplements this Policy.
10. Data Retention and Security
We retain personal information for as long as needed for the purposes above, and at minimum as required by state insurance record-retention laws (commonly 5–7 years after a transaction) and to document marketing consent (at least 5 years). We use administrative, technical, and physical safeguards appropriate to the sensitivity of the information, including encryption in transit, access controls, and vendor contractual protections. No method of transmission or storage is completely secure, and we cannot guarantee absolute security.
11. Children
The Site is intended for adults. We do not knowingly collect personal information from anyone under 18. If you believe a minor has provided us information, contact us and we will delete it.
12. Changes to This Policy
We may update this Policy from time to time. We will post the updated version with a new "Last updated" date, and for material changes we will provide additional notice (such as a banner on the Site or an email).
